Institute was founded on November 10, 1998 (Court register № 98/00378, District Court in Krško).

On the basis of the Ordinance on the Establishment and Article 3 of the Institutes Act, Ministry of Finance, Public Payments Administration of the Republic of Slovenia, it was found that RRA Posavje must be considered as a public institute, as the article refers exclusively to public institutes; and, moreover, all RRA's founders have a status of a legal entity governed by public law. On the basis of the afore mentioned, a change was made in the court register, court register № 2012/25456, on June 20, 2012, which changed the RRA's legal form from an institute to a public institute. Moreover, it's founder member was no longer Ministry of Commerce but the Republic of Slovenia.
